Rates for accepting cards are based on risk. The lowest risk for a payment is when the customer and card are with the merchant, where identity can be securely validated (within reason). The highest risk is when the customer and card are not present with the merchant, especially in industries where fraud is known to be higher. The lower the risk, the lower the rates, and vice versa.
